When Complexity Meets Sustainability

With over 14,000 students, the University of Siegen is one of the larger research universities in North Rhine-Westphalia. Multiple faculties, research centers, and administrative departments—this makes web projects for such institutions structurally challenging.

The previous CMS was called XIMS and had been in use for about two decades. It was time for something new. The requirement was for a platform that would serve different groups: prospective students, researchers, international partners, and the general public. It had to be accessible. It was one of the largest website relaunches ever undertaken by a university in the region.

For this project, we used our PROGRESSIVE Drupal Distribution —a platform we developed ourselves. It is preconfigured, accessible, and designed for the public sector and higher education. At the same time, we maintain several of our own modules on Drupal.org, thereby contributing to the further development of the Drupal ecosystem.

20 Years of XIMS – A System That Has Evolved and Is Now at Its Limit

What the legacy system was capable of, and why continuing to use it was no longer an option.

The XIMS CMS had been in use since 2003. At some point, it became technically impossible to further develop it—no modern API, no active vendor support, and no way to meet current accessibility or security standards. At the same time, the system had grown so significantly over two decades that replacing it without disrupting operations became a challenge of its own magnitude.

The university has a decentralized structure: over 1,200 organizational units, dedicated editorial teams for each faculty and department, and student assistants. A simple 1:1 migration was therefore out of the question. The new system had to not only reflect this complexity—it was designed to actively simplify it.

Content Management System

XIMS (2003–2024)

  • In use since 2003 – no active manufacturer support, no modern API
  • Not compliant with BITV 2.0 / WCAG 2.1 – no longer legally permissible
  • No responsive design, no mobile usability
  • Integration with HISinOne or Shibboleth not possible
  • 100,000+ pages without a uniform structure or export functionality
  • Not GDPR-compliant – lack of control over third-party integrations

The Challenge in Three Dimensions

The project proved to be equally challenging on technical, organizational, and legal levels. No single area could be considered in isolation.

PROGRESSIVE digital, as the lead agency, assumed overall responsibility—from concept development to operations.

PROGRESSIVE digital served as the lead agency for the project, overseeing the technical architecture, agile project management, user-centered UX design, and editorial integration. We coordinated all participating teams, developed a modular content model, and ensured that the system remains accessible and maintainable over the long term.

For the visual brand development, we worked closely with mc-quadrat (Berlin). This allowed technical implementation and brand development to proceed in parallel from the very beginning—rather than one after the other.
